For the most part, if you eat it, your rats can eat it. Not everything is healthy and some things can cause issues if fed in larger amounts (spinach, citrus, onion, etc) but most things from your dinner plate can be nibbled on safely in small quantities. Wood isn't a great cage material because if your rats can get their teeth on it, they will chew it and also wood absorbs urine and can start to smell terribly very quickly. For a good bond with perspex, you can use an acrylic welding cement instead of glue/adhesive. An acrylic weld actually melts the two pieces of acrylic together to create a very strong join.

I would second the idea of getting something that can be thrown in the wash (or easily cleaned by some other means). If your rats will be running around on the rugs regularly, you may have need to clean them now and again. Little dribbles can add up.

I'm in the States so I don't think I'd be able to help you there. Your local hardware store might carry clear acrylic sheets, they might even be able to cut it for you. If not, you could search acrylic or plastic fabricators in your area or ask local sign shops or frame shops if they have any scraps...

When I made walls/barriers out of opaque materials like cardboard or correx, I found that they had to be really tall to prevent my active jumpers from getting over them. If they were any shorter than 70 cm, my boys could leap right out. I switched to clear perspex and my rats don't even try to jump ...
